The Cotswold Program is in three phases that include 9 projects that adjoin and in some cases overlap. Phase 1 included three projects in the front door of the soon to be opened Minute Maid Baseball Park. The race to complete the streets and the stadium was a tie as they were both complete for opening day. 

The streets improved in Phase 1 and the initial work in the two Test Blocks were Crawford, Texas and Prairie for a total of 25? blocks at a total costs of $xxxxxxx
